Yes, it can.: A gum abscess, if around long enough, will cause the bone around the root of the tooth to dissolve and recede. If it recede the entire length of the root, the bacteria in the abcess can now reach the nerve that enters the tip of the root. Now you have a "tooth" abcess! the swelling can take a while to resolve, plus most of the time just treating with an antibiotic is only a short-term solution.

Clean now: A dose of antibiotic (usually 7-10 days) should be followed by a debridement of the area. Gum abscess will not become a tooth abscess in such a short period of time. It takes a long time for bone loss to migrate all the way to the apex of the tooth, then it will become a tooth abscess.
