Probably fungus. : Most likely it is a fungal infection, that can be improved by otc remedies such as lotrimin (clotrimazole) ultra twice a day for several weeks. It could also be an ingrown toenail, in which case you would need the intervention of a physician or podiatrist.

Itchy skin: Dry itchy skin around toenail could be fungus or could be a contact dermatitis or irritant dermatitis or lichen simplex chronicus or could be a form of eczema or could be something else entirely. See you dermatologist for cultures and appropriate evaluation an treatment.

Many possibilities: There are many types and causes of skin rashes that could cause itching. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin. Have it evaluated by a professional and get the appropriate treatment.
