Yes.: Qnasl is a steroid and afrn is a topical decongestant. Completely different actions. Afrin works right here and now at relieveing nasal congestion while Qnasl takes a while to kick in and prevents / reduces inflammation.

Yes but...: Yes, but afrin (oxymetazoline) should not be used for more than 2-3 consecutive days because it could cause more harm then good if used too long. Rhinitis medicamentosa may occur which means that symptoms of a runny nose may occur with too much afrin (oxymetazoline) use.
