See below: Nerves do not function as well in the cold as in warmer temperature. When the blood flow to the nerves is decreased, you get pins and needles. Most of the time this is completely normal and nothing to worry about. However if you are worried, see a doctor and get examined.

Likely benign: Did you ever suffer frostbite in years past? Contact with cold may resurrect the older nerve responses. Unlikely that your circulation is the culprit here, unless you have a problem such as diabetes. Your shoes could be angulated causing some nerve irritation at the ankles, a transient tarsal tunnel issue. Unless this is repetitive, do not worry.
