Is it legal for the nurses to give unsolicited medical advice or speak on behalf of the m.d. and intentionally mislead the patient?

No: Nurses can relay the md's answers and obtain and gather info from the patient to relay back to md. They can give answers if it fits with established protocols (such as for upper resp infections or urinary tract infections). But seems unprofessional to offer unsolicited advice especially if not conveying the md's advice.
