Knee swelling.: A knee being swollen is relative. A more concerning question is how functional is the knee with regards to mobility. How long has your knee been giving you any problems? Have you had your knee adpirated for any fluid before?

Arthrocentesis: There is rarely blood involved in a swollen knee. An arthrocetesis or drawing off fluid from the joint capsule is not really based on amount of swelling, but more the amount of pain or lack of motion in the knee. Or the need to have some of the fluid for diagnostic purposes. A bloody effusion (fluid) in the knee would mean a more serious injury. Practically, at least 10-25 cc would be needed.
