Viral or bacterial?: Good morning, throat infection, likely viral, but less likely bacterial, can cause a tight feeling of the throat, without fever, especially in adults. Children are more likely to get a fever with throat infections. Localized infections in adults usually do not elicit an immune response enough to cause fever. If it is bacterial, you may need an antibiotic; it will improve without if it is viral.

Cold or allergies: It depends how long you have had those symptoms, if they are fairly new you may have a mild viral infection. If they are chronic, you may have nasal allergies. Then you may want to see an allergist.
