Swollen eyelids: I would try cool compresses, frequent artificial tears, and oral/topical allergy medications. If no improvement, see an eye doctor for further evaluation.

See specialist: The answer depends on the cause. You may be noticing something structural (ie fat) or true swelling (edema). You should see an oculoplastic specialist or ophthalmologist.
