No: Nothing is 100% safe, it a matter of risk to benefit ratio. Orthodontists (like me) and almost all health professionals look to the least invasive means for correction of problems. There maybe alternatives to surgery with an underbite, especially if it is not severe. While orthognathic surgery is invasive, it rarely produces unacceptable risks.
