Yes: If there is no indication to have surgery done, then removing a healthy appendix puts you at all of the associated surgical risks without any benefit. Secondly, we don't really know if the appendix has a function. It may be assoc. With your immune system. If it does have a function, removing a healthy appendix denies you of that function.

Not really: The appendix appears to have some function in the immune response, but this is not critical. Not aware of any long term issues. Are you having another surgery and deciding if you want the (normal) appendix removed? This isn't so popular today, as there is a slight risk of complications (such as an abscess or wound infection) which could occur.
