I am guessing...: ...That this was picked up incidentally on a ct scan? A hernia is a hole in the abdominal wall thru which internal tissue can protrude thru. It is not uncommon for a ct to identify the hole in the muscle; however, if nothing is protruding thru, you would not feel or see anything. Either way, a hernia that small requires no treatment. If you begin to notice a bulge or pain, see a hernia surgeon.

Usually not serious: Hi james, since the hernia is small and contains only fat (from within the abdomen), it is unlikely that it will lead to incarceration or strangulation of intestines, which is the worst complication of hernias. The belly button is still in the same spot. The fat in the small hernia sac is right next to the belly button (umbilicus). If the hernia gets larger or causes pain, it should be fixed.
