It Depends..: Behavioral breathlessness and panic disorder overlap quite bit and a visit to your internist certainly sounds in order. Further, many other metabolic and anatomical conditions cause some of these symptoms, so a full workup is appropriate.

Multiple causes: Hyperventilation can come from many different causes, including anxiety. Making sure none of the more physically dangerous causes are present, is important -- and can be done through a workup by your physician. Effective treatment (and its potential difficulty or ease) depends on the cause. Paper bag breathing isn't recommended -- but in anxiety, learning diaphragmatic breathing can help.
