No difference: As long as the water is clean, there is no harm to the eye, as long as the water is not too hot. Warm water should be easier on the eye.

Neither: Tap water is not sterile and should only be used for irrigatin in case of an emergency chemical injury when nothing else is available. Use sterile irrigating eyewash to rinse the eyes, or artificial tears.
