No: First of all you should comply with your spine doctors directions. Restraining from vigorous activity is one way to get over the acute pain of a ruptured disc. That said, if rowing does not cause any disc related discomfort, your doctor may approve it.

Well...: If it is a recent disc herniation then maybe taking it easy is best. However of its been goin on for a while and you are improving then it may be good, particularly if it's not too long of a session. Keeping a single sitting prolonged posture may not be the best.
