Rectal blood: Absent pain, a small amount of rectal blood most likely is not a flair of your uc. However, if pain, fevers, or persistent bleeding develops, then get evaluated by your doc. Managing uc is tough, when to worry when to not worry. Try avoiding gluten and fatty foods as they irritate your colon. Blood from active ulcers also irritates your colon. Good luck.

Yes: Bleeding from your bottom is not normal. Even if you have only a centimeter of inflammation in the rectum (proctitis) that can respond with mesalamine suppositories, you should aim for complete healing of the colon. Longstanding uncontrolled inflammation increases your risk of eventual colon cancer.
