They are the same.: It doesn't matter if you work out with low weights/high reps or high weights/low reps as long as your muscles are fatiqued and you can't do any more reps within 90 seconds, which is usually 12-15 reps. Once you get past 90 seconds, the anaerobic benefit is limited. Neither technique favors endurance or building (not building) bulk. Light weights are theoretically safer.

See below: In general, high weights("maxing out") can increase more quickly the size of your muscle while lower weights w/ more reps work more on your muscle 'tone'.There is alot of overlap here of course.
