No: There are many causes of dysphagia. If you are truely having difficulty swallowing then you should have a swallowing study. Phlegm may be caused by allergies and post nasal drip. You may have 2 different things going on. The first step would be to see your pirmary care doctor and see if you need to see an ear, nose , throat specialist.
