Sure is!: Getting a little water in helps keep the wax soft and moving out of the canal so it's not dried out and hard. You get water in your ears swimming and your fine, the same holds true when bathing. We actually encourage parents to clean their kids ears that way, rather than sticking things in the ears like q-tips. We actually use a water-pik in our office to clean out ears with stubborn wax.

Yes: I would try to wick out any water that enters the ears after the bath using a dry cloth. However, there is no connection between the little water that would get in babies ears & the risk of ear infections.
