Because...: Your toes are furthest from your heart and the arteries to the toes are not as large so the blood fails to warm the area in comparison to other body parts. Be sure that you don't suffer from circulation pathology or raynauds syndrome. Visit your local podiatrist for evaluation.

Many possibilities: If may be a sign of poor circulation, but it could be due a lot of other reasons. Have them evaluated and get the right diagnosis.
