Is vicoprofen (i'm taking the generic form which is called hydrocodone/ibuprof 7.5-200mg) a decongestant or does it make nasal congestion worse?

Not a decongestant: This is an opioid pain medication used for moderate to severe pain. There are some cough medications that have hydrocodone as a cough suppressant. Check with your doc who gave you the rx. You should not be using this medication without a rx.
