Educate: Pharmacist can alert and educate bothpatient and physician on addiction and abuse. Pharmacist also work with insurance company regarding patients habit of doctor shopping by alerting all physician regarding duplicate prescriptions.

See below: If they feel the person is receiving the pills inappropriately, they have a duty to refuse to fill. They are supposed to contact the prescriber first. In my area, certain pharmacies would refuse to fill for specific  doctors who had a pattern of inappropriate prescribing.
