It's genetic: Christmas disease is a blood clotting disorder, a second form of hemophilia, named after stephen christmas. Congenital means "from birth" so technically any genetic disease is congenital, but in this case, congenital usually refers to a physical issue. If you know your child has christmas disease, consult your doctor to start monitoring for sequelae.
