Facial palsy: I assume you are asking about facial palsy or paralysis. Congenitalmeans present at birth. Birth trauma, especially if lots of head molding or a forceps delivery can injure facial nerve. There are also a couple of conditions with facial nerve involvement at birth - Dystrophia myotonica and Mobius syndrome. Treatment may be anything from nothing to Botox to surgical intervention for nerve repair.
