Not exactly: When it comes to opioids or narcotics it is the dose that determines strength when comparing medications. However, oxycodone is a direct agonist or stimulator of the receptor for opioids so it can be more potent but Suboxone tends to bind to the receptor with an affinity that is quite strong.

Depends on effect: Subutex is a agonist/antagonist which means it is a synthetic narcotic with a binding quality on the receptor preventing other opiods from giving you the high feeling. Oxycodone is a pure aganost of the receptor giving the analgesic and high feeling while still having open receptors for opiods to bind.
