Xray: Upper palpate yes but not floor of the mouth. The x-ray does not show soft tissue unless radiation is adjusted. But even then, it's not used for diagnostic purposes.

CBCT: A panoramic radiograph will show the maxillary sinus structure and the palate in 2 dimension. However, if pathology is suspected, a better diagnostic tool would be a ct scan or a cone beam ct, which show structures in 3 dimensions.

Hmmm, that depends: On the type of facial x-ray. Intra-oral occlusal radiographs can show the floor of mouth or palate, depending on the quality of the radiograph. Extraoral facial radiographs may show these structures a bit but not enough to get any diagnostic information.
