No: Pcos cannot be cured, but various treatments can control it. The main goal of most treatments is to correct the ovulation problem and to have you gain regular ovulatory cycles.

No: Ovarian drilling was a common treatment for pcos in the past, and is still an effective short-term treatment for pcos, but it is not a cure. Most women treated with ovarian drilling will cylce normally for 4 to 6 months then resume the irregular cycles typical for pcos.
