Intense pulsed light: Ipl works by selectively targeting hemoglobin in vessels and melanin in brown pigmented spots. Since both hemoglobin and melanin absorb a similar narrow band of light, ipl is effective at removing unwanted vascular and pigmented spots within the skin. For very small and superficial spider angiomas, it is effective after several sessions. Vascular lasers and sclerosing agents work in one session.

May not be the best: I agree with dr. Checcone, ipl might not be your best choice. This is especially true if there is any underlying vein trouble below the surface of the skin that is causing the angoima. Get an evaluation from a vein specialist to make sure there isn't more than meets the eye. If you know that angioma isn't related to other vein trouble, sclerotherapy or a vascular laser is a good choice.
