It's a bit unclear : From your description. Head up in prone is a 2-mo. Milestone; head & chest up in prone @ 4 mos. Arching when in your arms or rolling front-to-side because her head and legs are up when prone may indicate an imbalance between her extensor & flexor muscles, often seen in ex-preemies. Her pediatrician can tell you more after checking her muscle tone, strength, & reflexes & watching how she moves.
