Hard to say: Some infants are born with bald spots that are thought represent pressure of the womb wall against the skin reducing blood flow. These will often have no hair roots & are incapable of ever growing hair. Surgical removal of the spot with a drawing over of hair capable skin is the fix. This & other possibilities require a dermatologist evaluate the issue.
