Maybe frostbite?: This sounds a bit like a mild case of frostbite. Of course it's not possible to really tell from the limited information and without seeing the foot. Was it really cold out? Did your friend take breaks to warm up? Keep the foot warm. A mild case of frostbite should recover, if that's what it is. Dress more warmly next time.

Skiing toes: Frostbite is a possibility, but with limited information, consider the possibility of an infectious process. Ski boots can be unforgiving in their limitation of motion, constant pressure combined with skiing. Is there drainage, discoloration (aside from the purple)? Is there swelling of the digits.
