Was told i have normal sugar levels (4.7). months later; same doctor told me i have low sugar (4.7) - how can the same reading be both low and normal?

Confusion: Misunderstandings are common in the doctor's office. Are these hemoglobin a1c levels? I'd talk with your physician and perhaps clarify what's meant; if they are a1c levels, perhaps he/she meant, "this level is low and that's good.".
