High sugar can dehydrate someone which can cause low blood pressure. Losing the sugar in urine with associated excess urination can cause dehydration. In addition, when the cells of the body do not absorb sugar ( from poor receptors or low insulin, or other reasons) the cells "starve" or go into ketosis can result in loss of weight

your sisters low BP can be related if her sugar level was high enough to cause dehydration. In this case with her low weight it is possible she is a type 1 diabetic. Your sister should see an endocrinologist for more blood work as her weight is extremely low .
