Depends: Depends on the job. If it is a desk job then no. If you are a fitness instructor or do strenuous activity then it is exercise. However, usually proper training will work out different types of muscles. There are very few jobs available where a well rounded work out is possible.

Depends on your job: Some jobs are very physical and require a certain level of fitness to carry out. Think of a physical /sports trainer, aerobics instructor, a construction worker, a brick layer etc. Now most jobs have a fair amount of sedentary desk type of activity and so so not constitute aerobic and strength training type of activity. So exercise routines should be considered separate from your work for health.
