Tender scalp: There are many possibilities. See your doctor for evaluation. Depending how long you have had it it could be the start of shingles, or temporal arteritis. There could be infection, or folliculitis, or myalgia, or neuralgia.

IT DEPENDS: Scalp that hurts could be due to an inflammatory process of the scalp due to diet, stress, hormonal imbalance, bacterial or fungal infection. Do you have redness of the scalp? Pimples? Oily scalp? Flaking? Crusting? Bleeding? There is something called temporal arteritis which is a diagnosis that we would not want to miss. Please see your physician for a physical exam and history.
