Maybe: Uti's are uncommon in boys, especially circumcised boys. This sounds more muscular since it occurs with change of position. Would follow him carefully.

No it's not UTI : You should have your child see a doctor, the most likely cause is hernea but there are other conditions as well that can cause pain in the groin.
