Certainly: You don't have to eat a plant to be allergic to it (think about poison ivy). Plants like cilantro have lots of oils in them that can cause allergic reactions when you handle them a lot. A good first step is to wear gloves while handling it. An over-the-counter antihistamine would be a good idea as well. If it doesn't get better or gets worse, see an allergist for a thorough evaluation.

Contact allergy: People who work with foods may develop skin or respiratory allergy even without eating it. On the skin you can have hives, eczema or contact dermatitis from touching food. You can develop asthma or anaphylaxis when particles of food are airborne. For example, bakers sometimes develop asthma from inadvertently inhaling flour. It sounds like you have eczema or contact dermatitis to cilantro.
