My bottom lip is inflammed and red and when there is sun light you can see it but when its dark not noticeable as much. derm said it was eczema, meds they gave dont work. its kinda burning itchy feeli?

Multiple questions: You have asked this question to multiple providers. You have a lip inflammation and a steroid cream is appropriate. See your dermatologist and ask about oral steroids. I suggest zyrtec (cetirizine) as an antihistamine- 1/day.
