No : Myopia and astigmatism are different. You can be myopic with or without astigmatism or vice versa.

Possibly : Depending on the way a glasses prescription is written, astigmatism can affect the numerical value of myopia. Let's say someone was -6.25 with +1.00 cylinder (astigmatism). This is written in "plus cylinder" notation. If written in minus cylinder, it would be -5.25 with -1.00 cylinder. You can also take the "spherical equivalent", which would be sphere + 1/2(cyl), or -5.75 in this case.
