See below: I hope your mother is ok. The most important thing to do is rule out serious cardiac or cranial conditions. Another more common cause of neck pain and headache is inflammation of the discs, and joints in the neck due to arthritic changes. It is also common to have elevated blood pressure when in pain.

Pain and hypertensio: Pain frequently causes blood pressure to elevate. It would be unusual for any specific spine problem to be associated with hypertension. If a headache occurred because of a hemorrhage then neck pain can accompany headache and blood pressure can be elevated.
