Not enough info: An abnormal TSH level does not prove or disprove the presence of thyroid cancer. A TSH is more indicative of whether or not your thyroid is producing enough hormone or not.

Not really.: This is very high level. The normal range is around 0.4 - 5.0 mu/l, so this is very high. This, first and foremost, suggests low thyroid hormone production, and is a sign of hypothyroidism. The cause of this might be linked to thyroid cancer, as cancerous nodules are usually "cold" or produce no thyroid hormone, but, on its own, does not point to cancer.
