Vitiligo: White patches, especially around eyes can be a sign of vitiligo--a common autoimmune disease causing depigmentation. There are often other autoimmune diseases in the family--thyroid, diabetes, etc. It is often symmetrical or becomes so. There are topical and more widespread treatments. I recommend you find a dermatologist to look at the spots. He/she can also instruct you on treatment options.

Also,: It could be a cholesterol plaque forming. See an eye doctor for diagnosis.
