Yes: Co2 normal range is usually between 21-31, so your level is normal.

Usually yes: The co2 you refer to is called bicarbonate (sodium bicarbonate). Normal is 20-29. It can be abnormal if pt has kidney disease or lung disease. Occasionally if a patient has a low co2 (<19) and has any abnormal symptoms of infection or not enough blood flow in the body then one should seek medical care right away. At 18 yo and bicarbonate (sodium bicarbonate) of 22, generally normal.
