I don't have all the: Information needed about his hemodynamic status to address your concerns about cyanosis. However, his having color changes that concern you certainly means it's time for a re-evaluation by his pediatrician & his pediatric cardiologist. It's better to act than to worry.

ASD/PFO: 11 month old child turning blue needs to see a cadiologist urgently. He needs an echocardiogram to determine the nature of the heart disease.

Possibly: It is unusual for a simple asd/pfo to lead to blueness in a baby without other heart disease. Baby's appear to turn blue for many reasons, but again, it's unlikely from a simple ASD if there aren't any other problems. I would recommend checking with the cardiologist to be sure, but if it continues, bring it up with the pediatrician as it may be something other than the heart.
