I have a puffy circle it looks like two on my neck right next to eachother that itch what could it be?

Fungus or dry patch: If the puffy circle has red scaly edge with a central clearing and it is slowly enlarging, then it may be a fungus. If it is scaly and red and itchy all over it may be a dry patch. It is best to have it looked at to make an accurate diagnosis.
