Yes: Ankle clonus is considered normal in infants up to a year or more asleep or awake. It is a primitive reflex that will subside when the child's nerves mature enough to support standing and walking.

That depends ....: It is normal for babies to have 4-5 beats of provoked ankle clonus. Meaning, if you quickly stretch their heel cords you feel repetitive small jerks at the ankle/foot. Babies really should not have spontaneous ankle clonus awake or asleep. Ankle clonus is suppressed in dream sleep like all reflex movements.
