Hemorrhage on eye: Here i assume you are talking about a visible hemorrhage on the white of the eye (subconjunctival hemorrhage). These clear spontaneously, and eye drops generally do not help. It may shift in position and spread out and change color over a few days. Avoid rubbing the eye as this might cause further bleeding. Usually the cause is from straining, coughing, sneezing, or spontaneously overnight.
