Maybe: Lasik can be done when the refraction (glasses prescription) stabilizes. Adolescents often do not have stable refractions. In most people , stabilization occurs in the late teen's or early 20's.

Depends: If your prescription is stable, you can proceed with surgery. If your prescription is unstable, you should wait.

Better wait: You need to have stable refraction without any change for more than 2 years. Most of the time the preferred age is in 20's with more than 2 years of consistent refraction. Some people may go through more changes during college or graduate school years.
