No.: A retainer, by definition, retains the teeth in the position they presently are in. To correct an open bite, you will need an orthodontic device or jaw surgery. Once the open bite is corrected, you will then need a retainer.

No t likely: Open bites are one of the most difficult to treat. Generally braces and possible surgery to correct poor growth direction that caused the open bite.
