Shocking pain on bottom right side of neck that shoots down to my chest and up right behind my ear and it burns and my right shoulder goes numb and my arm hearts what could it be?

Nerve root injury : Your description is suggestive of someone that is suffering from cervical radiculitis. Injury to the nerve root as it exits the foramen can lead to pain, pins and needles (paresthesias), numbness, and/or weakness. In someone of your age group the most likely cause is a disc herniation.
I would suggest that you meet with your doctor to discuss further treatment.
