Stay home: Keep warm and take loads of vitamin c as was suggested by dr linus pauling in his book, "vitamin c and the common cold".

Inhalers, rest: You still may be able to get some medical care without insurance and you should see this out. COPD is not something that you can take care of yourself. If you are short of breath would seek treatment in an er , in general the therapy for a flare up of COPD includes use of inhaled medicine, possibly an anti-inflammatory medicine ( steroids) and possibly antibiotic. No smoking.
